Этническое квотирование в Кабардино-Балкарии (КБР) остается ключевым инструментом распределения власти, однако его эволюция и влияние на политическую стабильность изучены недостаточно, особенно в постсоветский период. Цель статьи состоит в том, чтобы исследовать трансформацию института этнического квотирования в КБР в 1950—2020-е годы, выявив его роль в балансировании интересов кабардинцев, балкарцев и русских. Источниковая база включает архивные документы (протоколы заседаний правительства, материалы избирательных комиссий), статистику этнического состава органов власти, интервью с представителями элит, мемуары политиков и парламентские публикации. Используются методы качественного и количественного анализа этнической принадлежности высших должностных лиц, сопоставление демографических данных с представительством в органах власти, изучение неформальных практик назначений. Установлены кейсы «кочующих» этнических квот, а также неформальные правила, регулирующие, в частности, долговременное закрепление за представителями этнических групп определенных должностей или же случаи равномерного распределения. Исследование подтверждает, что этническое квотирование остается механизмом стабилизации, несмотря на противоречия с формальными принципами правового государства. Перспективы изучения связаны с анализом муниципального уровня и воздействием социально-экономических факторов на процесс принятия решений.

While ethnic quotas remain a cornerstone of power distribution in Kabardino-Balkaria (KBR), their historical evolution and impact on political stability — particularly in the post-Soviet period — remain understudied. This article traces the transformation of ethnic quota systems in KBR from the 1950s through the 2020s, analyzing their role in balancing interests among Kabardin, Balkar, and Russian communities. Drawing on government meeting protocols, electoral commission records, ethnic composition statistics, elite interviews, political memoirs, and parliamentary publications, the study employs mixed-methods analysis. Qualitative and quantitative examination of top officials' ethnic backgrounds reveals: Cases of “rotating” ethnic quotas, informal rules governing long-term ethnic monopolies on specific positions or instances of proportional distribution across groups. The findings demonstrate that ethnic quotas persist as a stabilization mechanism despite tensions with formal legal-state principles. Future research should examine municipal-level implementation and the influence of socioeconomic factors on decision-making processes.
