Статья посвящена изучению реализации кадровой политики партии в судебной сфере в 1930-х годах в Оренбургской области. Составлен просопографический портрет судебных работников конкретного провинциального региона. Источниками выступили личные дела партийной номенклатуры из фонда Оренбургского обкома КПСС (фонд 371 Объединенного государственного архива Оренбургской области) за период 1934—1941 годов. В результате сплошного просмотра дел номенклатуры указанного периода было выявлено 71 дело, что составило естественную выборку. Кроме социальнодемографического портрета, были проанализированы требования к судьям и критерии качества их работы, предъявляемые властью и партией. Установлено, что при отборе кадров кандидаты должны были соответствовать двум позициям: быть надежными в политическом отношении и обладать профессиональными навыками. Отмечается, что при этом созданная в конце 1934 года Оренбургская область на начальном этапе остро нуждалась в кадрах, в том числе и судей. На основе проанализированных материалов сделан вывод, что в сложившихся условиях первоочередным фактором, определяющим выбор кандидата, была именно идейная надежность. Автор статьи полагает, что выдвижение на ключевые посты мотивировалось не социальным происхождением, но партийностью, а членство в партии, в свою очередь, основывалось на происхождении.
This article examines the implementation of party personnel policy within the judicial sphere during the 1930s, focusing on a specific provincial region — Orenburg oblast. Drawing on prosopographical methods, the study reconstructs a collective portrait of local judicial officials. The primary source base consists of the personal files of party nomenklatura from Fond 371 (the Orenburg Regional Committee of the CPSU) held at the United State Archive of Orenburg Oblast, covering the period from 1934 to 1941. A comprehensive review of the archival holdings for this period yielded seventy-one dossiers, which constitute the natural sample for this analysis. Beyond constructing a socio-demographic profile, the author analyzes the criteria and requirements imposed by the state and the Party regarding both candidate selection and professional performance standards. It is argued that candidates were required to satisfy two fundamental prerequisites: political reliability and requisite professional competencies. The findings indicate that upon its establishment in late 1934, Orenburg oblast faced an acute shortage of qualified cadres across all administrative branches, including the judiciary. Based on the materials analyzed, the paper concludes that under these circumstances, ideological trustworthiness was the paramount factor determining appointment decisions. The author posits that promotion to key positions was driven not by social origin per se, but rather by formal Party membership; conversely, admission into the Party itself remained contingent upon class background.
