В статье впервые рассматриваются оценки, данные представителями различных общественно-политических кругов Российской империи трем проектам введения земского самоуправления в Архангельской губернии в период деятельности III Государственной Думы. Исследование выполнено на материалах официального делопроизводства Совета министров, министерства внутренних дел, Государственной Думы, публицистики и провинциальной и центральной российской периодической печати, часть из которых впервые вводится в научный оборот. Авторы выделяют сущность и содержание каждого из трех рассматриваемых проектов, особое внимание уделяя принципам предложенных избирательных систем. Анализируется отношение общеимперской и провинциальной печати к официальной позиции правительства при обсуждении законопроекта. Рассматривается видение причин провала законопроекта в Государственном Совете в 1913 году со стороны либеральной и консервативной периодической печати и публицистов. Показано, что губернаторские проекты введения земства были отклонены правительством как не соответствующие принципам Положения о земских учреждениях 1890 года. Выявлены ключевые причины провала думского проекта в Государственном Совете: предоставление ведущей роли в земстве крестьянам, определение ключевыми объектами для взимания земских сборов казенных земель, недостаток устраивающих власть кадров для занятия земских должностей.

This article offers the first comprehensive analysis of how various socio-political factions within the Russian Empire evaluated three distinct draft bills for the introduction of zemstvo selfgovernment into Arkhangelsk Governorate during the convocation of the Third State Duma. The study draws upon a diverse body of evidence, including official correspondence from the Council of Ministers and the Ministry of Internal Affairs, proceedings of the State Duma, as well as central and provincial periodicals and publicistic literature. A significant portion of these materials is introduced into scholarly discourse for the first time. The authors delineate the core substance of each of the three proposed schemes, with particular emphasis on the franchise mechanisms they envisaged.

The paper examines the reception of the government's official stance by both imperial-wide and local press outlets throughout the legislative deliberations. Furthermore, it reconstructs contemporary liberal and conservative interpretations regarding the ultimate failure of the bill in the State Council in 1913. The findings demonstrate that gubernatorial proposals were dismissed by the executive branch as incompatible with the fundamental principles of the 1890 Statute on Zemstvo Institutions. The inquiry identifies the principal factors behind the rejection of the Duma-sponsored project in the State Council: the allocation of a dominant role to peasant representatives within the zemstvo bodies; the designation of stateowned lands as the primary tax base for zemstvo levies; and a critical shortage of personnel deemed acceptable to the authorities for administrative positions.
